Ms. English is a program director with experience leading project teams performing environmental engineering activities at multiple sites.  Her experience ranges from environmental audits and due diligence to remediation construction with clients that include private corporations, municipalities, and state and federal agencies. She has initiated and managed design-build remedial construction projects that have included asbestos/lead inspections and abatement, demolition, excavation and containment, and ground water treatment system installation and startup. She also has extensive experience in managing complex environmental investigations, including development of statistically-based sampling plans and monitoring programs.

Ms. English is currently managing two Brownfields projects for the City of Kansas City, Missouri. For the Brownfields Office of the Department of City Planning and Development, she is managing several area-wide Phase I and II Environmental Site Assessments for the Prospect corridor, which is an area targeted by the City for redevelopment. The work is being financed by EPA Brownfield grants, with future remediation and redevelopment to be financed by a combination of grants and tax increment financing. Many of the properties are severely deteriorated and/or abandoned and include former dry cleaners, gas stations, and automotive maintenance facilities.

In addition, Ms. English is currently supporting the Kansas City Parks and Recreation Department in development of a former landfill on the Missouri River. She managed an environmental investigation that involved methane surveys and surface soil sampling over 88 acres. The investigation and report were completed within six weeks of receiving Missouri Department of Natural Resources (MDNR) approval of the work plan, so that the park could be re-opened for short-term use for the 2004 Lewis and Clark celebrations. The results of the investigation and a Phase I ESA were used to justify long-term re-opening and redevelopment of the park for recreational camping and other uses. SCS also assisted the City in identifying and obtaining funding for redevelopment and will provide environmental support during master planning for park redevelopment. Ms. English also implemented an additional investigation of two adjacent former landfill areas under contract to MDNR using State Brownfield grant money.

Ms. English’s remediation experience includes planning, budgeting, scheduling, and technical control of environmental work at 27 sites for a major Midwest utility. Under this program, she implemented a design-build approach to provide complete construction services, which minimized construction costs and expedited the schedule. Remediation technologies implemented ranged from source and soil stabilization, excavation, and ground water extraction and treatment to soil vapor extraction, thermal desorption, and natural attenuation. She also evaluated and implemented a variety of cost-saving investigation techniques including use of field tests, onsite laboratories, geoprobing and hydropunching, geophysical methods, and chemical fingerprinting.
